The new Nintendo Account system is being given a pre-Switch push, as potential users are reminded they can secure their handle now, before Switch launches.
You can secure your Nintendo Account handle at accounts.nintendo.com — and in good news, it looks like they can be changed, unlike PSN handles. It asks you to set both a nickname and an account user ID, which can be different.
These are seperate to Nintendo Network IDs (NNID), used on Wii U and 3DS. However, your NNID can be linked to your new Nintendo Account, which may allow connectivity with Wii U and 3DS purchases in the future. Facebook, Twitter and Google accounts can also be tied to a Nintendo Account for sharing content.
For those that have already claimed a Nintendo Account user ID, the user profile page has recently been updated, with a transaction history, which requires a NNID so presumably will also track Wii U and 3DS purchases, and tailored offers just for you. However, I was presented with an error trying to access both of those pages, despite having setup a Nintendo Account with an associated NNID.
