Bethesda’s Pete Hines has taken to Twitter and fielded some fan questions about Fallout 4 and user-created mods.
Hines dropped a few bombshells, most notably revealing that the mod creation tools will only be available on PC. He also revealed that Fallout 4 would be ditching Steam Workshop support, instead using Bethesda.net as a hub for mods. PC users will be able to upload mods to the site where players on PC or console can then download them at their leisure.
It’s a shame to see Fallout 4 ditch the Steam Workshop — it’s literally the easiest mod manager I’ve come across — but it makes sense to focus all the mods in one place. This does make it far easier for Bethesda to put up a pay wall for some mods though, so let’s hope that doesn’t happen.
Hines also artfully dodged a question on whether Bethesda would police just what mods were made available to users:
@PricelessOmg we will let you know once we've crossed that bridge.

I guess we’ll just have to wait on that one.
Fallout 4 releases 10 November for PC, PlayStation 4 and Xbox One.
