Is the Overwatch blog teasing a new character?

A new Overwatch blog post by Blizzard has potentially teased a new character called Liao.

While the post talks about familiar faces such as Solider: 76, Reaper, Reinhardt and Torbjörn, it also mentions Overwatch founder Liao, who seems to be connected to to Mei, another playable character.
