The Xbox One is currently being rolled out across 29 Tier 2 countries, but it’s apparently not all smooth sailing according to a report from EventHubs.
Swedish Xbox One owner Simon Lundmark at DarkZero notes that while the console is available, many pieces of content, functions and even digital versions of games are absent from the Swedish region among others.
Killer Instinct Ultra Combo Edition which includes the original arcade version of Killer Instinct is one such omission which is currently not available in Sweden, Finland or the Netherlands. Other content missing includes Super Time Force, Powerstar Golf, Contrast, Call of Duty: Ghosts DLC and various Killer Instinct DLC.
Lundmark contacted Xbox Support on Twitter and after some back and forth the official account was forced to admit the content was simply unavailable.

To add insult to injury it appears that voice command functionality is non-existent either. “Voice commands are entirely absent from the Swedish Xbox One UI,” Lundmark said. “The same is true for nearly every country the system launched in on Friday.”
Joystiq reached out to Microsoft regarding the issues and a received a statement which reads, “Fans in 18 of our new launch markets are able to turn on voice controls using existing voice models for English, Spanish, French, German, Italian, Portuguese and Japanese, depending on their market. In Sweden specifically, fans can enjoy a fully localized experience on the dash, but do not have access to voice controls at launch. Enabling voice is a significant endeavor as there are many complexities associated with delivering a great voice experience in various languages around the world. We’re working hard to add more features but have no additional details to share at this time.”
In Australia we thought we were hard done by because we couldn’t say “Xbox On.” Let’s be thankful we at least had access to (most) voice commands.
